On Thursday, December 20, 1848, the Constituent Assembly, being in session, surrounded at that moment by an imposing display of troops, heard the report of the Representative Waldeck-Rousseau, read on behalf of the committee which had been appointed to scrutinize the votes in the election of President of the Republic; a report in which general attention had marked this phrase, which embodied its whole idea: "It is the seal of its inviolable authority which the nation, by this admirable application of the fundamental law, itself affixes on the Constitution, to render it sacred and inviolable." Amid the profound silence of the nine hundred representatives, of whom almost the entire number was assembled, the President of the National Constituent Assembly, Armaud Marrast, rose and said:—

About the Author The best-known of the French Romantic writers, Victor Hugo was a poet, novelist, dramatist, and political critic. Hugo was an avid supporter of French republicanism and advocate for social and political equality, themes that reflect most strongly in his works Les Mis?rables, Notre-Dame de Paris (The Hunchback of Notre-Dame), and Le Dernier jour d'un condamn? (The Last Day of a Condemned Man). Hugo's literary works were successful from the outset, earning him a pension from Louis XVIII and membership in the prestigious Acad?mie fran?aise, and influencing the work of literary figures such as Albert Camus, Charles Dickens, and Fyodor Dostoevsky. Elevated to the peerage by King Louis-Philippe, Hugo played an active role in French politics through the 1848 Revolution and into the Second and Third Republics. Hugo died in 1885, revered not only for his influence on French literature, but also for his role in shaping French democracy. He is buried in the Panth?on alongside Alexandre Dumas and ?mile Zola.

It is an interesting example of history from a different viewpoint than usually found in textbooks. Victor Hugo demonstrates how to cut an egotistical dictator down to size with carefully crafted words and examples. The nephew of the more famous first Napoleon (the Great), emperor of France, was a Hitler like politician who took advantage of popularity to impose his will and desires on the French people, who blindly followed where he led. At the cost of personal exile, Hugo wrote this book attempting to waken fellow citizens to the danger they faced. Compared to modern tirades against political opponents, his words seem quaint and dated, but they were devastating. It made me admire Hugo for his courage and clear insight, and wish we had more political leaders like him today. The title of the book adequately summarizes its contents.

Important thing to note before you pick this book up: Hugo is not comparing Napoleon I and II, instead it's between I and III. Napoleon II only reigned in title, and for such as insignificant time that it's not even worth mentioning (though on a personal level, it's a tremendously tragic life and one that should get more exposure...) but just keep that in mind. The writing is very clear and not academic. It's more of a manifesto than an academic report of sorts. It was clearly written for the people!

He was quick to regonise the social unrest in France. He was also quick to take advantage of it. His records speaks for its self. He was a genus of military and of power. Oddly, he was notgreatly interested in wealth. He gained his position thru wars. He loved to fight. It became his downfall.
